When and where he went to after his years in this home in Acht? Perhaps he stayed there till he finished primary school? When he was 14 he was already in his first employment elsewhere as we can see from the immigration papers kept in the National Archives in Australia.

In the 'Migration to Australia' papers (can be sighted online) you can find his employment history in the years before the emigration from The Netherlands to Australia in 1954. In his first employment as a 14 year old he probably lived with a family in gemeente Gendringen (Gelderland). From 1930-1933 his employer was the widow J. Cornelissen in Etten - gem. Gendringen (Gelderland).
In het Haags Gemeentearchief you can find a Gezinskaart with his name.

It gives the adresses where he lived around 1938-1939, but also his arrival in The Hague on 16 Sep 1938, coming from Hamminkeln (über Wesel) in Germany. Perhaps he worked there for a while? During 1942-1945 forced labour in Hamburg [ see his employment history in the immigration papers, available through the National Archives in Australia].
